September 11, 2025

The Importance of Culture at Your Nonprofit – NonProfit MBA 8.23
Nonprofit leaders often focus on mission statements, fundraising goals, and strategic plans. Yet one of the most influential drivers of success is often underestimated: organizational culture. Culture shapes how employees show up, how teams collaborate, and how communities perceive the nonprofit itself. For nonprofits, where purpose is paramount and turnover can be costly, culture isn’t just a “nice-to-have”. It’s the backbone of long-term impact. In this episode of The NonProfit MBA Podcast, host Stephen Halasnik, from Financing Solutions (the leading provider of loans to nonprofits), sits down with Greg Miller of Penmar Human Services to discuss why a strong organizational culture of belonging is vital for nonprofits and how leaders can build one.

Read an Executive Summary or Listen to the Podcast HERE

About Gregory T. Miller, Penn-Mar Human Services

Gregory T. Miller is President and CEO of Penn-Mar Human Services, which supports people with intellectual and developmental disabilities. He has overseen Penn-Mar’s programmatic, financial, and strategic operations since 2012, including Board development. Greg has been with the organization since 1988, serving in various leadership roles, most recently as President and COO. He has spoken at the International Conference in São Paulo, Brazil three times on leadership and disability service models. His leadership reflects decades of experience in advancing opportunities for people with disabilities.

About Stephen Halasnik, Financing Solutions

Stephen Halasnik is a Managing Partner at Financing Solutions and host of The Nonprofit MBA Podcast. She serves as my primary contact for all our community engagement efforts at our Sykesville location.

Kathy put me in touch with Tina Chan Sweenie, Penn-Mar’s Associate Director of Development and Volunteer and Donor Engagement, and together we created a more formal volunteer program that would ensure our employees participated in at least two events annually.

Our first project sent us to the organization’s community homes where Northrop Grumman employee volunteers did everything from mulching and cutting down trees, to putting in patios for various properties. Our goal is to bring at least 20 volunteers to each assignment, and at this outing several of our crew of engineers even brought along their own tools and tractors!

The spirit of the day was all about teamwork, service and giving back to others. It was heartwarming to see the great turnout of Northrop Grumman employees and the impact of their impressive accomplishments. We were as grateful for the experience as Penn-Mar was for the much-needed improvements.

When Tina called to say an organizer had backed out of a planned Car Wash for Penn-Mar Central’s fleet of vehicles that are used every day to transport the people they support to their appointments and throughout the community, our volunteers again came to the rescue. We rallied the troops and made sure that the day’s assignment went off without a hitch.

Most of our volunteer efforts are staged at community homes, but one time we decided to change things up a bit and invited 15 people who Penn-Mar supports to join us on a field trip to our factory in Sykesville.

While there, our employees told them about the equipment the plant produced for the Navy’s ships and submarines and answered questions from the enthusiastic group. After the tour, we treated our guests to lunch and a fun afternoon playing cornhole with our employees.

For me, organizing and participating in volunteer events such as these are incredibly fulfilling. It is so obvious that everyone we have met and worked with at Penn-Mar leads with their heart and truly cares about their mission to provide the people they support with everything they need to live their best lives.

The month of April has been designated National Volunteer Month to encourage individuals to engage in volunteerism and acknowledge the impact that volunteers have on communities. At Northrop Grumman, we believe being a good corporate citizen starts with the people we employ, the people in our communities and the people who may become part of our workforce. Our employees are committed to the communities where we live and work through generous contributions of time, talent and resources. By giving your time and talents to worthwhile causes like Penn-Mar, you are certain to find immense joy and purpose in the service of others – as much as we do.

Her ability to organize and inspire a well-trained, highly efficient group of volunteers allows the event to exceed expectations each year — both in terms of guest experience and fundraising success. At the recent February 13 event, the Penn-Mar coalition virtually attended seven different meetings with legislators with the opportunity to express their concerns.

“We have found this format to be incredible,” said Tina Chan Sweenie, Associate Director of Development and Volunteer and Donor Engagement. “It has allowed us a more concentrated amount of time with legislators, and we can include more people we support in the confines of the virtual space. It gives them a comfort level to speak about budget cuts and different policies.”

The stakes at this year’s DD Day were high: There was the possibility of $664 million worth of state and federal DDA funding cuts, including the elimination of the $5 million Low Intensity Support Services (LISS) program managed by Penn-Mar and another provider.

This staggering figure would have been the equivalent of a 22 percent overall 2025/26 budget deduction stemming from the state’s structural deficits of some $3 billion.

Back in 2020, Penn-Mar Community Supports Day Program Manager, Central/MD Line, Jennifer Hisey, started an impactful curriculum at the MD Day Learning Center to educate the people Penn-Mar supports to become self-advocates.

The self-advocates focused on learning about the disability rights movement and how it connected to the civil rights movement. Participants spent one month on each topic and learned about the impact movements such as these can have on change.

In 2023 the group partnered with Maryland’s People on the Go, an organization run by people with disabilities for people with disabilities. They conducted an 8-week training course for Penn-Mar on self-advocacy and what it means to be a self-advocate. This led to the creation of a Self-Advocacy Club at the Central Day Learning Center.

In 2024 Jennifer challenged DSP Amanda Destefani to focus on helping the participants learn how to contact their lawmakers and representatives and to be aware of the different policy changes that directly affected them. “We are also in the process of helping them to register to vote so that they can actually have a voice to say, ‘Hey this is not OK’ if the circumstances warrant it,” said Jennifer.

Three months before the 2025 DD Day event, DSP Treena Banks joined the group of self-advocates who were then meeting weekly. “When they became fully aware of what was at stake with the budget cuts, they became more interested in being involved,” said Treena.

The self-advocates wrote 18 personal letters to Maryland Governor Moore prior to DD Day asking him to reconsider the budget cuts and gave examples of how the cuts would personally impact their lives:

“Life would be a lot harder if we didn’t have our DSPs.”

“My DSP helps me with making decisions that can be hard to make alone. She’s like family and I would be sad if she wasn’t here to help me.”

“My favorite people are my DSPs. They keep me safe and happy all day. “

“I can go to my DSPs for anything. They are concerned for me when I am in pain. They make things more enjoyable for me.”

“Worst of all, I would have limited opportunity for employment without DDA funding.”

Penn-Mar was proud to have been part of the advocacy effort led by the Maryland Association of Community Services (MACS) and our group of self-advocates were gratified to play a small part in the larger discussion to help protect the approximately $1 billion that was restored to the DDA budget.

“The impact and beauty of having an advocacy group in place is that you are ready for the moment,” said Tina. “The constant conversations about advocacy and why it is so important has illustrated that you can in fact effect change when you are proactive and have a good understanding of what budget cuts can do to your personal services.”

We chose to identify what we are doing well and consider changes to the things our team members perceive we can do better. All in an effort to ensure that the culture we envision and promote at Penn-Mar reflects the actual day-to-day experiences of our team members.

The Penn-Mar story is about the power that comes by celebrating the differences of our team members and not looking at those differences as problems that need to be solved, but rather opportunities that need to be seized.

In addition to my leadership role at Penn-Mar, I serve on several non-profit Boards. All strong organizations will engage in healthy conversations around diversity and inclusivity. What programs are we planning to sustain? What is the end game here? How can you say you believe in something and turn around the next day and say you no longer do because you don’t have to. In other words, who are we really? What does our heart really look like when we consider our differences?

In the case of Penn-Mar, regardless of the political ramifications or the ebbs and flows of popular culture, our Belonging program focused on doing exactly what we were supposed to do, not because we had to, but because it was the right thing to do for our workforce.

And the right thing to do is to build teams with respect and dignity, ensuring that every person at Penn-Mar feels valued and heard and has ample opportunity to express themselves in a way that reflects who they are.

Well into the Belonging program’s Discovery process, we created three Workgroups to focus on Connections, Consistent Practices, and Leadership Engagement.

We are continuing to press forward by creating a newly formed Belonging Council of advisors whose main role is to create a workplace where all team members feel respected, valued, heard, and empowered.

The Council is being co-chaired by Bobbi Snyder, Sr. HR Business Partner and Jen Skelly, Director of PA Operations. It will continue to build upon the foundational work of our three previous Pilot Groups (Connections, Consistent Practices, and Leadership Engagement), and oversee and guide new workgroups addressing team member connections through Socialization, Learning, Consistent Practices, and Communications.

I will continue to meet with team members and provide opportunities for direct access and open communications with myself and our Leadership Team so we can regularly address important issues impacting our organization.

Additionally, there will be future communications from the Council and/or workgroups regarding activities for team members and the people we support, as well as team member-exclusive events. We also plan to share a formalized process for addressing identified inconsistent practices within the organization.

At the end of the day, the Belonging initiative is designed to ensure that what we say and do is congruent.

We don’t expect our team members to say things are good if they’re not.

And what I find so awesome is that we’re not just hearing “Yeah, I think the organization is doing a good job.” Instead, team members are sharing stories of where they are seeing positive processes and changes in action.

That’s what makes our uniquely designed cultural program so powerful, so real, so successful, so Penn-Mar.

The funds will go to standardizing 40 homes with Assistive Technology.

The Covid pandemic was the catalyst for Penn-Mar to reevaluate the way it was delivering its services to the people we support with intellectual and developmental disabilities.

During a time of unprecedented challenges, the increasing role of technology-driven services allowed us to continue our mission and elevate our capabilities. Enhancing Assistive Technology (AT) at Penn-Mar is now a critical component of our strategic plan going forward.

My job as the organization’s Enabling Technology Manager is to ensure that we approach every AT solution intentionally.

Who will be using it?

How will they use it?

Are team members fully trained in the use of these devices?

It is so important to bring the people we support into this new world. To me it is nothing short of a human right.

Any app, tool, or technology idea you can think of is probably already out there. It’s just a matter of connecting it to the right people to make sense of how they can use it.

We have been deliberately implementing strategic AT solutions at Penn-Mar for the last three years, initially putting smart home devices in three homes, which quickly expanded to a total of 13 residences.

We wanted to dip our toes into how this would work so we could figure out what AT solutions make sense throughout the organization’s 60 homes. It was quite a learning experience!

These tech solutions ranged from customized assistive devices to smart security systems. They included Ring doorbells that allow residents to see who is at the door and control access to their homes. And voice-controlled assistant devices like Amazon Pop and Amazon Show that let residents control lights, thermostats, and other appliances using simple voice commands.

These initial installations gave team members and the people we support in these homes the experience of using the latest and greatest tech for virtual assistance.

Once they immersed themselves in the different features of the technology it became clear what a game changer it was. It successfully helped to promote greater autonomy in daily routines and enhanced the overall living experience for the people we support.

Allis Kensing receiving the SpArc Grant check from The Arc Maryland.

With that learning experience behind us, I collaborated with Matthew Muench, Penn-Mar’s Associate Director of Development, to apply for grants that would help us fund the next phase of our AT expansion.

We are extremely fortunate to have received grant funding from three organizations, which is allowing us to standardize our homes with AT solutions as part of our Empowering Technology expansion program:

The Aegon Transamerica Foundation awarded us $25,000 to help us empower lives with innovative Smart Home Technology in an additional 30 residences over the next 12 months.

The Arc Maryland’s SpArc Tank Initiative provided $6,500 to fund Smart Home technology for 10 additional houses.

And for the second year, Northrop Grumman contributed to continue expanding our SHIFT Training to include additional Direct Support Professionals (DSPs), Community Job Developers, and additional team members within our organization to attain a credential that encompasses knowledge of technology integration, best practices, and person-centered assessment.

As each of our team members prepare for their annual person-centered planning — working on their vision and the goals and dreams they hope to accomplish — our nine-person team will be supporting them with knowledge and suggested tech solutions that can help the people they support to be more independent in achieving their own dreams.

Penn-Mar is heartened to know that there are companies and organizations out there that want to hear about different innovative tech solutions for the people with IDD we support and recognize how capable they are of adapting and thriving because of them. Truly a game changer.
