									<p><strong>20-Year Nonprofit Veteran Tina Chan Sweenie to Boost Awareness of Organization Within Community</strong></p><p>Penn-Mar Human Services (Penn-Mar), the region’s leading provider of services for people with intellectual and developmental disabilities (IDD), announced today that Tina Chan Sweenie has been named as the organization’s Manager of Volunteer Engagement. This is a new position for the nonprofit and will support Penn-Mar’s ongoing efforts to provide advocacy for those with IDD while encouraging greater corporate community participation.</p><p>Chan Sweenie will collaborate closely with businesses across Maryland and Pennsylvania to help boost exposure for Penn-Mar as companies determine which nonprofits to support during their annual community days of service. Chan Sweenie will also help inspire companies to pursue more opportunities to serve the public and seek out ways to support Penn-Mar’s mission across the region.</p><p>“Tina has an outstanding legacy of dedication to nonprofit service,” says Penn-Mar’s CEO Greg Miller. “When we created the manager of volunteer engagement position, it was clear that the person leading the charge had to be a champion of philanthropy. Tina’s passion for community is what makes us so excited she’s leading our efforts to inspire others to be as enthusiastic about volunteerism as she is every day.” Chan Sweenie’s nonprofit career began during her time at Skidmore College work for The Career Awareness Program with The Fresh Air Fund. After graduating, she entered the United States Peace Corps, serving as a Natural Resource Management and Women’s Extension Agent. This was just the beginning of Chan Sweenie’s history of philanthropy. She went on to hold positions with Big Brothers Big Sisters of Metro Milwaukee, Vision Forward Association, and served as a freelancer for numerous nonprofits in the Hudson Valley. She is also a Franklin H. Williams Award recipient, a prestigious Peace Corps honor that recognizes the outstanding leadership contributions that Peace Corps volunteers of color have made in the area of community service. Even in her personal life, Chan Sweenie serves to improve the community, advocating for greater equality within the local schools her children attend.</p><p>“I’m thrilled to be a part of Penn-Mar’s legacy of civility and inclusion,” adds Chan Sweenie. “Diversity within our community is of particular importance to me and the work Penn-Mar does to help people with IDD find true equality in the workplace is really inspiring. <p>Those of us working at the Consulting arm of Penn-Mar Human Services are delighted to report that we, and our partner TransCen, were recently awarded a $150,000 contract from The Maryland Developmental Disabilities Council (Council) to provide technical assistance to five community service providers licensed, certified, or approved by the Developmental Disabilities Administration (DDA).</p>

<p>The five community service providers selected by the Council to participate include:</p>



<ul class="wp-block-list"><li>The Chesapeake Center – Talbot County</li><li>Langton Green – Anne Arundel County</li><li>Star Community, Inc. – Washington County</li><li>Chimes Maryland – Baltimore City</li><li>Rock Creek Foundation – Montgomery County</li></ul>



<p>The objective of the program is to help these providers reimagine, refocus, and rebuild their business and service models during and after the COVID-19 pandemic.</p>



<p>When the call came in from a Council representative to tell us we were selected from a group of five other proposal participants, three specific reasons were cited for why our recommendations were the strongest of all the entries:</p>



<ul class="wp-block-list"><li>Our approach was the most organized;</li><li>It held the providers most accountable;</li><li>It suggested a path to help providers go through the process and be accountable for its execution.</li></ul>



<p>Specifically, Penn-Mar and TransCen are being tasked with supporting providers to transform service delivery models and business practices, recover and rebuild as needed due to the COVID-19 pandemic, and identify effective strategies that can be replicated.</p>



<p>Through our partnership, TransCen and Penn-Mar staff will bring well over 25 years of experience providing organizational change and provider transformation training in more than 17 states (including Maryland), and long-range provider transformation process both at the planning, organizational, community based outcome and staff development level.</p>



<p>The goal of this initiative is to ensure that people with developmental disabilities receive services in a seamless, individualized, and sustainable way, whether they are at home, on-site with a provider, or in the community.</p>



<p>Penn-Mar Human Services and TransCen have a long history of collaboration and training focused on a replicable community based service supports and business model.</p>



<p>TransCen, Inc., is a non-profit organization dedicated to improving education and employment success of youth and young adults with disabilities. Their work is driven by the belief that employment and active community participation are attainable for all individuals, regardless of disability or other perceived barriers to employment.</p>



<p>We actually engaged the organization back in 2009 to help us transform Penn-Mar’s employment program which today is recognized as one of the most innovative in our industry.</p>



<p>So we have come full circle and believe that our partnership differentiated us in the review process by combining TransCen’s strengths as a well-respected national training organization with a wide breadth of successful current and past initiatives, combined with Penn-Mar’s recognition as a forward-thinking practitioner with proven models of transformative success creating and implementing bold person-driven, community-based supports.</p>



<p>When this initiative is completed in September 2022, Penn-Mar and TransCen will be sharing all of our findings and best practices with other human services organizations out there.</p>



<p>Collaboration is one of Penn-Mar’s most important core values and we have shown time and time again how our successes from continuing innovation have benefited the human services community as a whole.</p>



<p>And that, in a nutshell, is the mission of Penn-Mar’s Consulting Group: to facilitate change by sharing innovative approaches which connect organizations that serve people with intellectual and developmental disabilities to best practices that support a life well-lived for all people, regardless of ability.</p>



<p>Penn-Mar brings over 100 years of multi-disciplinary leadership experience to organizations looking to take a bold step forward and are eager to work with President Laura Owens, Ph. D., and her team at TransCen to show them how to do just that.</p>

<p>I wish I could provide clear timeframes when all of our Penn-Mar supports will be reinitiated but unfortunately, we still need to adhere to mandated government and health department COVID restrictions.</p>



<p>All of us are anxious for the “all clear” signal that will have us up-and-running again and we will be keeping our families and supporters apprised as official reopening dates are confirmed.</p>



<p>Complicating the matter is the number of staff vacancies we have. We currently envision a rolling reopening when the state COVID numbers decline and when we are able to secure proper staffing levels to support our programs and people.</p>



<p>Staffing is our biggest challenge at the moment and there are a number of reasons for it.</p>



<p>Many people are still scared to return to work or they have family issues that prohibit them from doing so. Some are delaying their return, using stimulus checks and unemployment compensation to meet their financial needs for the short term.</p>



<p>Regardless, we cannot get where we need to go without securing more team members. Recruitment and retention has been prioritized as our top strategic initiative.</p>



<p>Over the years I have used this blog to bring awareness to the DSP workforce crisis and its impact on our services. In addition, the move toward more community vs. facility based supports, with its labor intensive demands, has increased our need for more team members.</p>



<p>But even in our most challenging times, we always hired more team members than we lost. Unfortunately, that trend is now reversed and the applicant flow is trickling to dangerous levels.&nbsp; This is being experienced nationwide in many different businesses, so it is not a Penn-Mar phenomenon but it does present unprecedented challenges.</p>



<p>We recognize that wages are not the only important issue in this dynamic but they are certainly a key one. DSP compensation has to be at a certain level so that team members can feed their families. Loving what they do is not always enough to enable them to stay in the job.</p>



<p>But I’m happy to report that help is on the way.</p>



<p>A few weeks ago during our strategic planning session, one of the recommendations put forward to the Board proposed a complete overhaul of our DSP compensation program.</p>



<p>I am pleased to report that the recommendation has been approved and all of our DSP team members will be affected positively one way or another.</p>



<p><strong>We are increasing starting hourly wages from $13 to $15.50 effective May 22<sup>nd</sup>. We are also addressing wage compression for team members who already work with us, increasing their hourly compensation. &nbsp;This is an unprecedented 2 million dollar investment in our workforce.</strong></p>



<p>By prioritizing the value of our workforce, this investment, combined with efficient management of our internal resources and transformational leadership, will make it possible to address one of the biggest stumbling blocks to DSP recruitment and retention.</p>



<p>So there are many reasons to remain hopeful. Every day more people are getting vaccinated and fewer people are contracting the virus.</p>



<p>And while specifics regarding the path forward for our Day, Community, and Employment programs remain murky, what is not in doubt is our commitment to support people with disabilities in the best possible way.</p>



<p>We are committed to getting it right, not just fast. And while that may take us longer than we all hoped, we’re moving aggressively to increase DSP wages in anticipation of business as usual when we can expect to have the best professional workforce in place to help us carry out our important and essential mission.</p>

									<p><strong><img decoding="async" class="alignleft size-full wp-image-464" src="http://www.penn-mar.org/wp-content/uploads/2021/06/doris.jpg" alt="" width="139" height="300" />What’s an average day like for you? </strong>Very busy, lots of juggling, lots of interruptions, variation, and <strong>SMILES.</strong> Every day varies for me and no one day is the same. This is one of the many reasons I love my job.</p><p><strong>What’s one thing you wish people realized about your job?</strong> That I don’t consider it a job.  I hope <strong>ALL</strong> the team members, individuals, visitors, vendors, etc. know that they make my job so rewarding every day and I consider them a part of my family.</p><p><strong>In another life, your career path is . . .</strong> I have always told John Yurkiewicz, IT Manager that I want to come back as him in another life. I admire the IT knowledge he has, but honestly, I really don’t like technology. So, in another life, my career path would be to become a neonatal nurse that gets to work with babies all day long.</p><p><strong>Why is Penn-Mar’s mission important to you?</strong> I have seen firsthand and personally how Penn-Mar has graced our individuals. My sister, Mary Jane Bull, who is my pride and joy, has reaped the benefits of Penn-Mar for 38 years. She blossomed from day one. The social, physical, and work aspects of the programs she was involved in that Penn-Mar provided enabled her to spread her wings and became more independent and was able to live her life to the fullest.</p><p><strong>What’s one thing you wished the general public knew about people with IDD?</strong> I wish the general public knew people with IDD can function and live their life to the fullest just like any of us and there are providers like Penn-Mar that can make their dreams come true.  I aso wish they knew that people with IDD can teach you endless love, patience, understanding, and acceptance like no one else.</p><p><strong>What’s your favorite food?</strong> Crabs, Crabs and more Crabs!</p>								</div>

Having supported our folks in a direct support aspect, I was interested to see what ways I could support them behind the scenes. Another thing that has driven me has been observing the change in the team members that I oversee and being a small part of that growth.</p><p><strong>Why is Penn-Mar’s mission important to you?</strong> It is important to me to be fulfilled in a job and know that I am affecting a positive change on those around me. The field that we work in gives us the unique opportunity to change someone’s life for the better in a major way. Ensuring that they receive excellent care and that they have an advocate to step up for them is one way we I can do this.</p><p><strong>What’s one thing you wish people realized about your job?</strong> As a program manager, I am available to my team members and those individuals under my caseload 24 hours a day. This can even extend outside of my own caseload as I often seek coverage for a program that is not under my supervision. We all work as a team and that comes with a very significant time commitment, often outside of my “normal” working hours (if there is such a thing).</p><p><strong>What’s one thing you wished people knew about people with IDD?</strong> They aren’t deaf, you don’t need to yell!</p><p><strong>Favorite food?</strong> Anything Italian.</p><p><strong>Any hidden talents?</strong> I’m a world class whistler!</p><p><strong>In your free time you’ll be found . . .</strong> Playing with my two beautiful toddlers.</p><p><strong>Favorite TV Show?</strong> The Mandalorian</p></div>								</div>

									<p><img loading="lazy" decoding="async" class="alignleft size-medium wp-image-453" src="http://www.penn-mar.org/wp-content/uploads/2021/06/pearson-248x300.jpg" alt="" width="248" height="300" srcset="https://www.penn-mar.org/wp-content/uploads/2021/06/pearson-248x300.jpg 248w, https://www.penn-mar.org/wp-content/uploads/2021/06/pearson.jpg 448w" sizes="(max-width: 248px) 100vw, 248px" /></p><p>I have worked at Penn-Mar in the maintenance department for almost 16 years and have lived in Shrewsbury for 44 years.</p><p>I have been married to the love of my life, Becky, for over 25 years and have 3 wonderful children – Abby, Dalton, and Joelle.</p><p>I am an Air Force veteran and have served in the Maryland Air National Guard.</p><p>I have worked in many different job fields over the years from delivering flowers, to mechanic, truck driver, welder, fighter aircraft mechanic, and fireman/EMT with the Shrewsbury Vol. Fire Company.</p><p><strong>What’s one thing you enjoy about working at Penn-Mar? </strong></p><p>I really enjoy my job at Penn-Mar and work with some amazing people. I love interacting with our staff and with the people we serve and joking around with them. That is the best part of my day. I also enjoy fixing things. I am so Blessed to have a job and a boss that allows me to do both and gives me that flexibility.</p><p><strong>What’s an average day like for you?</strong></p><p><span data-ccp-props="{">I am 1 of 5 people that work in the maintenance dept.  I work most closely with John Thibert. He and I primarily maintain the 25 residential homes in Pennsylvania, as well as Penn-Mar North and the Far Hills location, and occasionally help with maintenance issues at the Westminster facilities too. </span></p><p>Most days I start at Penn-Mar North to do paperwork and get my schedule for the day together, but it rarely works out that way. Something usually happens during the course of the day that changes my plans, and I have to change course, similar to most people’s day. As I mentioned earlier, flexibility is part of my typical day.</p><p>We as a maintenance team do everything from patch and repair of drywall, to painting, flooring, roofing on occasion, replacing well pumps, septic, plumbing, water issues, hanging shelving and TVs, moving clients’ rooms or from house to house, picking up furniture, delivery and setup, bathroom and kitchen remodels, electrical issues and much more.</p><p><strong>In your spare time, you’ll be found . . .  </strong></p><p>When I am not working for Penn-Mar, I am working doing side jobs for friends and family, camping, hiking, traveling, mission work or going to our vacation home in NC.</p><p><strong>Anything else you want to share? </strong></p><p>God Bless! Prior to coming to Penn-Mar, she worked in a customer service role as the Title Clerk at a local car dealership. But she knew she wanted to do more. She has a sister who is on the autism spectrum, and so supporting people with disabilities is a mission that hits home. Luckily, her dad spotted a job opening at Penn-Mar Westminster.</p><p>In a classic small-world twist, Sabrina realized that an acquaintance from middle school, Hannah Boudreau, also worked at Penn-Mar Westminster. She knew that Hannah was passionate about the organization, and so she touched base with her, and then sent in an application. The small-world connections continued when Sabrina sat down for her interview and it was with Adam Zayed, a Westminster Support Team Manager. Adam worked a second job at Applebee’s, and he’d been Sabrina’s waiter when she’d dined there a few months previously. “I was really glad that he interviewed me and that I got to be a part of his team,” Sabrina shared. “He makes us feel heard and appreciated every day.”</p><p>Sabrina was officially hired in June 2019 and quickly became a versatile DSP, working in the Day Program, as a Job Coach, and even handling transportation. “I felt like this could be a place where I could make a difference,” she shared.</p><p>In October 2019, Sabrina transitioned to a new role, supporting a gentleman named Justin in a 1:1 capacity.</p><p>To say that Sabrina has continued to make difference since this career shift would be an understatement. “Every single day is a highlight. Working with someone 1:1 you get to be there for all the little things. And what we sometimes think of as ‘little things’ can be a really huge accomplishment. Emptying a dishwasher, for instance. Even the smallest thing can be a big deal to someone who has struggled with it.” She pauses a bit to happily reflect on some of the successes she has witnessed the person she supports achieve, “I’m going to start crying just thinking about it!”</p><p>One such ‘little thing’ sticks out in Sabrina’s memory. “Justin has a difficult time walking on snow. His little brother used to pick him up and carry him across. His brother is tall – 6’11 – but Justin’s tall, too, about 6 feet. If you ever saw them together – just this big dude carrying another big dude – you would melt.”</p><p>But last year, Sabrina worked with Justin to become comfortable walking in winter weather. “Last winter, his brother was away at college for the first time, and he was having a hard time adjusting to that. Getting him to walk on snow was a HUGE deal for us, and one day, we just did it. We got on either side of him and supported him in walking across the snow. Once he did it one time, he was comfortable. I was so, so happy.”</p><h4><strong>Good Days &amp; Bad Days</strong></h4><p>Much of Sabrina’s success in supporting people with disabilities to achieve their goals can perhaps be attributed to her genuine compassion.</p><p>“When Justin has a bad day, I know it’s not like what a bad day is for us. He doesn’t always have a voice, and I know that has to be frustrating. I try to be really understanding of his communication challenges. And I try to make sure all his days are good.”</p><p>Indeed, good days are a big part of Sabrina’s support style. “We have a lot of fun together. He’s definitely a people person. We just really connect. We’re both silly and easygoing.”</p><p>And when the bad days do happen, Sabrina understands that, too. “If we’re out and he’s having a bad day, I’ll just say to people, ‘He just needs a moment. Everybody just needs a moment sometimes.’ I wish that people just understood that sometimes we all just need a moment, or 10, or even an hour, just like anybody else.”</p><p>Prior to COVID-19, the dynamic duo was out-and-about quite often. “Everyone in Mt. Airy knows him and looks forward to seeing him. He’s an important part of his community.” And while COVID-19 may have sidelined some of their plans, Sabrina’s commitment hasn’t wavered. “Even though we can’t go out every day, we’re still advocating for the people we support daily.”</p><p>While Sabrina clearly has hit her stride as a DSP, she confesses that it was “overwhelming at first.” She found comfort in being part of a small group of “newbie DSPs” all sorting it out together, but notes that “training makes sense, but then you get nervous once you’re in the field. You want to learn everyone’s names right away; you want to understand each person’s preferences. It’s a lot all at once.”</p><p>“This field definitely is not for everybody. But if you have the right support of the people around you, it’s not as hard. You’re making such a difference in all these people’s lives. <em>And you get to see it,</em>” she states emphatically.</p><p>Sabrina also acknowledges that successfully supporting someone involves strategic collaboration with their families, their friends, and other support staff. “Together, we can provide a lot of relief for families. They have to know they can trust us implicitly. Justin’s family are such nice people. I feel like I’m part of their family.”</p><p>“Trust is the bare minimum of what DSPs need,” she continues. “Then there’s going above and beyond. Thinking of people when you’re out and about, like, ‘Oh, they’d like this! We should do this!’ It’s hard to leave work at the door; you never really turn it off.”</p><h4><strong>People &amp; Pets</strong></h4><p>Sabrina’s passion for making a difference isn’t just confined to working with people. In her spare time, she juggles being a student and operating her own business, too.</p><p>In fact, she’s currently studying<img loading="lazy" decoding="async" class="size-medium wp-image-455 alignright" src="http://www.penn-mar.org/wp-content/uploads/2021/06/sabrina2-300x225.jpg" alt="" width="300" height="225" srcset="https://www.penn-mar.org/wp-content/uploads/2021/06/sabrina2-300x225.jpg 300w, https://www.penn-mar.org/wp-content/uploads/2021/06/sabrina2-700x525.jpg 700w, https://www.penn-mar.org/wp-content/uploads/2021/06/sabrina2.jpg 768w" sizes="(max-width: 300px) 100vw, 300px" /> for a bachelor’s degree in Psychology, which she should be awarded in just a few short weeks.</p><p>Her business, <a class="blaze-txtcolor" href="https://www.facebook.com/sabpawspetcare" target="blank">Sab Paws Pet Care, LLC</a> provides professional pet-sitting services. “I would want someone watching my pets that treats and loves them the same way I do, as if they were their own,” she shares. “So that’s what my business does.” Recently, Sab Paws Pet Care, LLC has been busy making homemade treats and selling them, with 75% of the profit going to Double Dog Dare Rescue in Frederick.</p><p>Clearly, what drives Sabrina is her desire to make the world a better place. “Knowing I’m doing things that make a difference makes it all worthwhile. Whether it’s caring for pets or supporting people with disabilities. [I want a world where] nobody is ashamed of having a disability. It’s just a part of who they are. They’re always a person first. I think a very small way we can advocate for people with disabilities is to just treat them and speak to them like people. The best way to support anybody is to just respect them. It goes a long way.”</p>								</div>

<p><strong>BALTIMORE&nbsp;</strong>— May 25, 2021 — The&nbsp;<a href="https://www.md-council.org/" target="_blank" rel="noreferrer noopener">Maryland Developmental Disabilities Council</a>&nbsp;(Council) today announced that it has selected&nbsp;<a href="http://www.penn-mar.org/" target="_blank" rel="noreferrer noopener">Penn-Mar Human Services</a>&nbsp;and&nbsp;<a href="http://www.transcen.org/" target="_blank" rel="noreferrer noopener">TransCen Inc.</a>&nbsp;to conduct a 17-month demonstration project to provide technical assistance and affect organizational change to five community service providers licensed, certified, or approved by the&nbsp;<a href="https://dda.health.maryland.gov/Pages/home.aspx" target="_blank" rel="noreferrer noopener">Maryland Developmental Disabilities Administration</a>&nbsp;(DDA).</p>



<p>Funded by the Council with a grant of $150,000, Penn-Mar and TransCen together will lead the initiative to support the selected providers to reimagine, refocus, and rebuild their business and service models during and after the COVID-19 pandemic, and to identify effective strategies that can be replicated. The goal of the project is to ensure that people with intellectual and developmental disabilities (IDD) receive services in a seamless, individualized and sustainable way, whether they are at home, on-site with a provider, or in the community.</p>



<p>Nonprofits Penn-Mar, a provider of supports and services to nearly 2,000 people with IDD in Maryland and Pennsylvania, and TransCen, a national organization whose mission is to improve&nbsp;education and employment success of youth and young adults with disabilities, joined forces to develop their winning proposal, which was submitted in response to the Council’s RFP “Rebuilding DDA Providers Throughout Maryland Through Technical Assistance.”</p>



<p>“We’re excited to begin this transformational initiative with Penn-Mar and TransCen,” said Rachel London, Council executive director. “Our review team felt that their combined experience coupled with their proposed activities aligned with the outcomes the Council wanted to see –that people with developmental disabilities live the lives they want with the supports they need.”</p>



<p><strong>Reimagine, Refocus, and Rebuild</strong></p>



<p>The Council’s five-year state plan includes the objective of increasing access to community-based services and supports for people with developmental disabilities. The goal of the demonstration project is to meet that objective in response to the challenges wrought by the coronavirus pandemic.</p>



<p>“COVID-19 created unprecedented responses by federal, state, and local governments that impacted the lives of all Marylanders, including people with developmental disabilities and their families,” said London. “Over the course of the year we saw differences around the state in how people with developmental disabilities received the supports and services they needed, with many providers meeting the challenges brought on by the pandemic in new and creative ways.</p>



<p>In line with our advocacy and policy work, we’re advocating for change and creativity and the possibility of rebuilding a system that really supports people to live the lives they want. We knew that we could use our funding to shape that change.”</p>



<p><strong>Strategic Partnership</strong></p>



<p>Penn-Mar and TransCen have a decade-long history of collaboration that began when Penn-Mar transformed its employment services to include Customized Employment – the competitive community integrated approach that matches the talents and skills of an employee with the needs of an employer.</p>



<p>“TransCen has a very unique and comprehensive set of strategies and skill sets around training and education. They are seen nationally as a thought leader in this space,” said Michael Shriver, director of Penn-Mar Consulting. “From our perspective, we see ourselves as a very capable, forwarding-thinking practitioner&nbsp;with proven models of transformative success creating and implementing bold person-driven, community-based supports.”</p>



<p>Laura Owens, president of TransCen sees their partnership as having come full circle. “What is great about this collaboration is we have the knowledge about Customized Employment and how agencies move forward, and now Penn-Mar also has that knowledge. They’re the boots on the ground. They transformed their services and are able to share their insights and success.”</p>



<p>Both organizations will assist the Council in selecting the five Maryland providers to participate in the initiative.</p>



<p>The proposal includes listening sessions with advocates and families, agency self-assessments, webinar training around “building meaningful lives,” Value Stream Mapping based on Lean principles&nbsp;(a process for creating a more effective business by eliminating wasteful practices and improving efficiency), strategic and implementation action planning, staff development training and technical assistance, and best practices implementation. The project will end with a statewide conference that will give an opportunity for project pilot providers to showcase their change efforts and feature universal presentation topics of interest to professionals, families and self-advocates that can be replicated.</p>



<p>“The biggest thing we hope for is a change in philosophy that will lead to a change in practice,” said Owens.</p>
