For parents of a child with a disability, that moment often carries extra weight. Along with pride and hope comes the added responsibility of navigating complex systems of support to ensure their child can live a meaningful adult life.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">Our daughter Mandy was born with Williams Syndrome, a rare genetic condition that affects physical development, learning, and various health issues. People with Williams Syndrome are often friendly, outgoing, and deeply connected to music, all of which describe Mandy perfectly.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">When Mandy was just 18 months old, we moved north of Baltimore to Hydes, Maryland. She lived with us until she was 40, but we knew long before that it would not always be the right long-term plan. We wanted Mandy to have a safe, supportive home where she could continue to grow in independence while being surrounded by people who truly cared about her.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">That search led us to Penn-Mar 26 years ago where we met Greg Miller. From the very beginning, we felt a sense of trust. As my husband John and I toured the day program and residential homes, we noticed the care, cleanliness, and attention to detail. More importantly, we saw the respect between staff and the people they support. I remember turning to my husband and saying, “This is it. We don’t need to look any further.”</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">Mandy moved into her Penn-Mar home in January of 2019. Like any major transition, it came with challenges. The pandemic in 2020 made those early months especially difficult, but the patience and empathy shown by her staff made all the difference. They helped Mandy adjust, feel safe, and truly settle into her new environment.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">Over the past two years, Mandy has dealt with some health challenges as well. On one occasion, she needed an ambulance to take her to the local ER. The dedication of her staff was just unbelievable. They constantly visited her in the hospital and created a new diet plan to aid in her recovery. The communication between the staff and our family during this time was amazing.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">Today, Mandy has a full life. She has friends, participates in day program activities, works several days a week at the local YMCA, and has become more independent and patient.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">Most importantly, knowing Mandy has support gives us peace of mind. We no longer carry the fear of what might happen if we were suddenly unable to care for her. For the past three years, he has lived independently with the support of Westminster Senior DSP, Susan Wagner.</span> </p><p><span data-contrast="auto">“Susan is like the sister I never had,” he said. “She gave me the support and confidence to appear in the documentary.”</span><span data-ccp-props="{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">Susan recalled that when she first started working with Dave, he told her he wanted to get stronger because his main goal was to never need a wheelchair. </span><span data-ccp-props="{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:276}"> </span></p><p><span data-contrast="auto">“When I asked him what he intended to do about it, he agreed to try walking on a regular basis to build up his leg strength. From there, I connected Dave with a physical therapist who is experienced in working with people with disabilities. She was the impetus behind his desire to improve his health and wellness. Dave will regularly stay at her home to help with laundry and wash dishes. 									<p><em><strong>11th hour negotiations and intense advocacy saved program from total cuts</strong></em></p>
<p><!-- /wp:paragraph --><!-- wp:paragraph --></p>
<p>Janet Wagoner was relieved to hear the Low Intensity Support Services (LISS) Program, which was at risk of being eliminated entirely, was spared in the eleventh hour in the FY 2026 budget for the Maryland Developmental Disabilities Administration (DDA). While the program was not restored to its full funding, advocates remain hopeful that in future years LISS funding will increase, as the need remains ever-growing.</p>
<p><!-- /wp:paragraph --><!-- wp:paragraph --></p>
<p>LISS is a unique and impactful program, designed to support people with intellectual and developmental disabilities (IDD) and their families to increase or maintain independence and more fully participate in their communities. Historically, it has provided small grants of up to $2,000 annually for some 2,000–2,500 people with IDD who are eligible for DDA services. LISS funding is the only state-funded support these families receive all year, and the need is so great that funds are awarded through a lottery system.</p>

<p>Janet and Ronnie Wagoner and their 15-year-old son Cooper have benefited greatly from the program. Cooper was diagnosed shortly after birth with a very rare neurobehavioral syndrome called <a href="https://www.prisms.org/" target="_blank" rel="noopener">Smith-Magenis Syndrome</a> (SMS), a complex developmental disorder that affects multiple organ systems of the body and comes with physical, developmental, and behavioral features, in addition to a circadian rhythm sleep disorder. SMS was first described in the 1980s by Ann C.M. Smith, MA DSc(Hon) and the late Ellen Magenis, MD, for whom the syndrome is named.</p>

<p>Upon hearing that the LISS program might be eliminated, Janet, a firm believer in the disability rights slogan, “Nothing about us without us,” quickly became a vocal advocate for all the Maryland families who would be affected by the loss of services.</p>

<p>In a letter to Maryland lawmakers, she detailed the many LISS adaptive services her son had benefited from over the years, noting that they are “extremely costly and not affordable for most Marylanders.”</p>

<p>With SMS, Cooper suffers from a sleep disorder and can wander at nighttime. Using LISS funding, his family was able to purchase a <a href="https://www.abramsnation.com/" target="_blank" rel="noopener">Safety Sleeper</a> medical enclosed bed system that is an absolute necessity when they travel away from home.</p>

<p>Janet is also a strong advocate for people with disabilities having access to the community. “I often feel like they are discriminated against when it comes to assimilating into society. It’s not only the physical barriers but often the way people look at you. Many families worry their loved ones will be judged for behavioral outbursts at parks, malls, restaurants and public facilities.“</p>

<p>She credits the LISS program with helping people with IDD live independently and thrive in their communities. “Having equipment that provides safety and accessibility is crucial to their quality of life.”</p>

<p>An active family of five, the Wagoner’s include an “extremely social” Cooper in a variety of their sporting activities, vacations, and community events.</p>

<p>“People with SMS are well known to lead a sedentary lifestyle due to their disability. We try our hardest to keep Cooper engaged in activities that promote exercise and socialization, like bike riding and snow sports. He has also participated in adaptive ski lessons and just this year is now learning how to use a SnowGo ski bike with adaptive lessons at local resorts.”</p>

<p>Through the LISS program, the family has been able to finance a bike trailer, an adaptive stroller that resembles a wheelchair, adaptive ski lessons, home modifications, an adaptive bicycle, and laptop computer.</p>

<p>As part of the organization’s advocacy efforts throughout Maryland’s legislative session, Penn-Mar CEO Greg Miller reminded lawmakers that the high-impact program the organization helps to administer was designed as “a lifeline to help families be as healthy as they can be, given the stress and challenges involved with caring for a family member with a disability.”</p>

<p>Thanks to fierce advocates such as the Wagoner’s, hardworking advocacy groups such as the Maryland Association of Community Based Services, and key legislators, whose leadership throughout budget conversations ensured that the IDD community’s concerns were addressed, the LISS program will continue in the coming fiscal year, though on a much smaller scale.</p>

<p>Penn-Mar is still working with DDA to iron out the finer points of how the program will work in FY26, and what Penn-Mar’s role will be. And though a lot still needs to be resolved, one thing is certain &#8212; families like the Wagoner’s and many other Penn-Mar advocates will always work to ensure that people with IDD have access to the resources they need to live their best lives.</p>

W. Bush launched his “1000 Points of Light” campaign to praise volunteerism and individualism. He established April as National Volunteer Month to encourage individuals to engage in volunteerism and acknowledge the impact that volunteers have on communities.</p><p>As we celebrate the contributions of volunteers across the country, I would like to recognize those who give their time and energy throughout the year to Penn-Mar, as well as the people we support who are helping other community organizations fulfill their missions with the same spirit of generosity.</p><p style="text-align: left"><strong>Penn-Mar Board of Directors </strong></p><p style="text-align: left">As the leader of this organization, I rely heavily on our volunteer Board members who give of their time, talent and treasure to a mission that has truly captured their hearts. They attend regular meetings to address current issues and future dreams and make themselves available any time I need to call on their valuable counsel. These are wonderful, selfless people who help our organization grow and prosper.</p><p style="text-align: left"><strong>Annual Penn-Mar Gala Volunteers</strong></p><p>Our 33rd Annual Gala in March raised over $575,000, supported by a loyal, experienced and passionate group of volunteers who worked behind the scenes and on the ground to make it a highly anticipated and impactful community celebration. Their in-kind contributions, along with ticket sales, sponsorships and auction item revenue provide the critical dollars we need for programs not supported by government funding.</p><p style="text-align: left"><strong>Corporate and Local Business Volunteer Partners</strong></p><p><a href="https://www.northropgrumman.com/" target="_blank" rel="noopener"><em><strong>Northrop Grumman</strong></em></a> volunteers formed a partnership with Change Inc., now part of Penn-Mar, that has helped us beautify our office spaces, grounds and community homes. With power tools at the ready, their enthusiastic and talented crews have transformed spaces, washed a fleet of cars, and hosted a workplace tour and luncheon at their offices for the people we support.</p><p><a href="https://www.bankofamerica.com/" target="_blank" rel="noopener"><em><strong>Bank of America</strong></em> </a>volunteers have been giving their time and talent since 2023, committing to 3-4 projects each year. They too have helped with many landscaping and beautification projects as well as providing staffing for our Carnival. The company is looking to expand their volunteer activities in 2025, and we are grateful and excited to welcome them back again.</p><p><a href="https://www.ameripriseadvisors.com/team/hemisphere-financial-group/" target="_blank" rel="noopener"><em><strong>Hemisphere Financial </strong></em></a>reached out to us in 2020 during the COVID pandemic, delivering boxes of pizza for our staff working round the clock to support people in our community homes. Teaming up with the local community, they helped build a fence for a person we support, have pitched in for landscaping and beautification projects, and sponsored a Halloween event at our Far Hills facility.</p><p><em><strong>Families and Friends of PMHS</strong></em> have been dedicated to volunteer events focused on appreciation gifts and Service Award Certificates for our hard-working team members. This enthusiastic group of family members and friends love the people we support and value the team members that care for their loved ones.</p><p>Some of the people Penn-Mar supports are also out in the community giving their time to worthy organizations.</p><p>In March, Barb Moore, Matt Wolk, and Melanie Fisher volunteered at the York County Food Bank.</p><p>For over a year, Mark Georgetti, Melanie Fisher, Jay Griffin, and Jimmy Dietrich have been volunteering at ReStore in Westminster for the benefit of Habitat for Humanity International, Inc.</p><p>Dave Peak volunteered stuffing envelopes for Caring Communities&#8217; World of Possibilities Disabilities Expo! to be held on May 3. The organization offers disability-related training, education, publications and events for adults with disabilities, their families and caregivers.</p><p>Regardless of the activity or need in the organization, the bottom line is that every volunteer hour spent on behalf of Penn-Mar is directly helping to improve the lives of the people we support.</p><p>Every moment shared helps foster a sense of inclusion and community, whether it’s assisting with events, landscaping and beautification projects, working with our Customized Employment team, or hosting those we support at workplace events.</p><p>Please join me in giving a shoutout to all these volunteers for their heroic and selfless efforts as we close out this National Volunteer Month.</p>								</div>
