The Penn-Mar Foundation exists to ensure that people with intellectual and developmental disabilities have access to the opportunities, support, and innovation they need to thrive.

Government funding helps us meet basic needs—but Penn-Mar’s mission has never been about doing the minimum. Through the Foundation, we raise the resources needed to go further: to build a person-centered culture, invest in our team, and create bold new possibilities for the people we support.

Kathy Rogers​

Penn-Mar Foundation, Executive Director​

Kathy brings over 20 years of leadership experience in marketing, public relations, philanthropy, advocacy, and community development with national organizations across Washington, D.C. and Maryland. A graduate of Virginia Tech and the University of Virginia Darden School of Business, she was appointed to a Maryland State Advisory Council by the Governor and serves on several nonprofit boards, including the Baltimore Women’s Advisory Board of the Greater Baltimore Committee (GBC). She is also a proud graduate of the GBC LEADERship Class of 2010.
