Penn-Mar Human Services Announces New Chief Financial Officer

Baltimore – Penn-Mar Human Services, the region’s leading provider of services for people with intellectual and developmental disabilities (IDD), announced today that Marvin Lee Pyles, Ph.D. has been hired as the organization’s new Chief Financial Officer (CFO). Marvin brings over 36 years of experience and expertise to the role and will be tasked with providing vital financial strategy for Penn-Mar, including leading financial planning and budgeting, management reporting, external reporting, general accounting, along with treasury, payroll, and tax compliance.

Marvin’s career reflects a distinguished path in nonprofit financial management and executive leadership, marked by a proven ability to revitalize organizations, optimize operations, and drive deliberate growth. With extensive experience as a CFO and senior executive, Marvin has overseen complex financial, operational, and administrative functions across higher education and nonprofit sectors, managing multi-million-dollar budgets and diverse portfolios.

Marvin comes to Penn-Mar after serving as CFO and vice president of administration and finance at Indian River State College, where he oversaw a $370 million operational budget and $185 million Foundation investment portfolio. Prior to that, he served in an identical role for Salisbury University, where he was credited with eliminating deficits, increasing fund reserves, and initiating endowment investment plans from major donors.

Marvin received his Master of Arts from the University of Maryland and his Ph.D. in Organizational Leadership from the University of Maryland, Eastern Shore.
